for the purposes of Volume One, means—

  2. (b) any single storey of a building of another Class containing not more than 3 vehicle spaces, if there is only one such storey in the building; or
  3. (c) any separate single storey garage associated with another building where such garage contains not more than 3 vehicle spaces.
