index number that relates the cost of remedying deficiencies in an asset, including backlog maintenance and statutory requirements, to its value as measured by replacement value, such that FCI = 1 – (cost of remedying deficiencies / asset replacement value)
The index values range from 1.0 (no deficiencies) to zero or less (it would cost as much or more to remedy the deficiencies as to replace the asset).
